11/4/2013 5:42:28 PM An Ohio newspaper article by the Jessie Balmert was published by the Gannet News Service regarding the deplorable performance of the Ohio Parole Board in reviewing and making recommendations to the Governor of applications for commutations of sentence in the Ohio clemency system. For two years (2011-2012) the Parole Board reviewed 400-plus applications without holding a single hearing. Two deserving KWS clients, James Blose and Edward Hill, were spotlighted in the article as clemency applicants who were among those the Parole Board forwarded a negative recommendation to the Governor without the benefit of a hearing. In the article Barry Wilford is quoted: "If the Parole Board isn't holding hearings, the system is not working."
